What happened when the power went out

How sad when several poles and lines went down during the last big storm that rolled through La Paz County and APS had to call in extra crews from Phoenix to help restore power to Quartzsite. The power went out about 1:30 am and wasn't restored until 2:30 pm. I would like to know just where was Mr. Emergency Management? Why do they not have big generators to set up in a large building such as the school so people can stay cool? Shame on you Mr. Biro.
